I installed the program and when I encountered this error continued to hit the 'ignore' key a number of times until it showed Photodraw was successfully installed. Good news/bad news: the technique worked on my laptop but not on my PC. The PC can save.mix but not the conventional formats.
The laptop was built for me and was a clean install with Windows 7 and Windows 10; the PC is also Windows 7 and 10, but this computer was upgraded, plus a new hard drive installed, and all programs preserved. I have had some problems with a few programs on the PC, Photodraw being one. Like others here I am frustrated at the lack of support from MS for such a nice program. Been using it since 2000. Cannot find anything yet that compares to it. I have successfully installed PhotoDraw 2 on both Windows 10 and Windows 10 anniversary.
Before installing I ran a compatibility test on the setup.exe, and Windows set the compatibility as Vista. The installation stalls on the 4 dlls tdehan has listed here (all on install disc 2). Simply hit 'ignore' for each of them, and continue. You will be told that PhotoDraw has installed successfully.
PhotoDraw then works perfectly well, except for 3D designer text (all the other designer texts work). (See my later post below on how to solve this, thanks to a tip from daenas) Saves in jpg and mix. You may get a compatibility box the first time you use it (just let it run, and when it tells you it can't find a solution, continue), but everything works perfectly, apart from the 3D designer text, from then on - at least it has for me, on three different Windows 10 computers, including the Anniversary update. Good luck - it's such a useful program to have around!
